A US State Department Legal Adviser John Bellinger Outlines His Support for
The Law of the Sea Convention in a Newly Published Speech

John Bellinger delivered his speech, reflecting on four years advising
the US government, at a weekend organised by the US branch of the
International Law Association in New York this month.
In it, he says he made it a "priority to win senate approval for this
important treaty", which codifies the United States' "sovereign rights"
over all the resources of the ocean and the ocean floor up to 200
nautical miles from the coastline. These include valuable oil, gas and
mineral resources.
In addition the treaty guarantees military ships and planes freedom of
navigation, Bellinger notes.

Dear Colleagues,
A reminder to those of you who are considering presenting a paper at
IBRU's 20th anniversary conference 'The State of Sovereignty', which
will take place in Durham on 1-3 April 2009, that the deadline for
submission of abstracts is now only two weeks away.
The central theme of the conference is the changing nature of
sovereignty in a globalising world, which encompasses a wide range of
issues that are of interest to members of this list, including
developments in boundary-making, border management and territorial
dispute resolution on land and at sea. The full call for papers is

will consider contributing to the conference.
Abstracts of no more than 300 words should be submitted to
