Again, a personal opinion....
There is a distinct difference between data and publications:
Publications are what is used (certainly in the "Harder" sciences in the
UK) as the metric for scholarly "worth": Who has published how much, and
where? This thing called Citation.
Publications are the distilled output of long research, and publications
are the things that are cited by other reports.
Not all Publications are based on data (philosophy and some social
sciences spring to mind.)
Data is the foundation of many publications. In some cases - data is
valuable, "owned" by private organisations, or the basis for further
research..
