I would recommend the free Open Journal Systems (OJS) ( http://pkp.sfu.ca/?q=ojs
), which we use for the Journal of Transport and Land Use. They also
have a version for conferences ( OCS ) which we have not used. It does
require some skill to set up, but after paying the initial fixed cost
in configuration, the variable cost is low.
