Dear Johns,
Does jbw mean by "McBrian" the theologian Fr. McBrien at Notre Dame?
If so, that same Fr. McBrien has just pointed out in his column in
the National Catholic Reporter that the apostles weren't bishops in
the sense that they headed dioceses; they were missionaries. The
diocesan structure came later, and Linus was (probably) the first
bishop. Irenaeus is a good enough authority .
