Edinburgh does a fair bit of overseas lending.
We have been part of RLG SHARES (now OCLC - RLG Programs) for some time
now,
and have borrowed and lent through this system. We formerly used RLG
ILL
Manager for direct requesting, getting an annual invoice or credit note,
depending on how much we had borrowed or lent.
Since the merger of RLG with OCLC, we have been using WorldCat Resource
Sharing for our overseas transactions, but are actually about to adopt
ILLiad which is OCLC's main system in the US and uses IFM payment.
ILLiad/WCRS calculates all the transactions automatically and then
issues a
monthly invoice/credit note. Since starting to use WCRS we have had far
more requests from libraries all over the world, not just SHARES
libraries.
We also use it to lend and borrow from our UK SHARES partners (Glasgow,
Manchester, Leeds, Liverpool, KCL)
IFM is great and saves a lot of time. However for those libraries that
don't use IFM, we encourage IFLA vouchers, and only as a very last
resort
would we raise invoices. We can't process credit card payments.
We generally charge $30-$40 for a loan (sometimes less if it is a small
book) and $10-$15 for a photocopy or scan (we try to scan using Ariel as
much as possible)
We don't lend the following:
Theses, special collections material, short loan, journals, a/v
We have generally had no problem with stuff going missing (no more than
we
do within the UK at any rate). Some countries' postal systems are
somewhat
slower than the UK (!!) e.g. South Africa, but they do usually come back
ok.
We have started to send all overseas material in boxes (this is a
requirement for SHARES libraries anyway). We send them all by trackable
means and occasionally have to insure them. We also now need to include
a
customs form.
We don't generally impose any restrictions (if we were that concerned we
probably wouldn't be sending it anyway)

We are currently reviewing our ILL policy with respect to loaning to
overseas libraries. We do not currently do this, although do provide
copies
through direct document supply. We also participate in the IFLA voucher
scheme as we do borrow from overseas.
I would be interested to hear about the experience of other academic
libraries that do loan abroad. For example:
1. Do you lend through the BL scheme, or through direct ILL and the IFLA
voucher scheme?
2. Do you have any problems with books being lost in transit?
3. How do you ship material?
4. Do you apply any specific conditions to overseas loans, or do you
decline
to lend certain material overseas that you would otherwise loan in the
UK?
5. What do you charge?
