This response relates only to locational surveillance, as distinct
from monitoring of the traffic, and of the content of the traffic.
I've been doing an update to aspects of my
aging-but-still-serviceable analysis in:
Person-Location and Person-Tracking (1999)
http://www.anu.edu.au/people/Roger.Clarke/DV/PLT.html
The current form is a working paper I developed while preparing
slides for my Keynote for a 1-day seminar on Locational Privacy
(UNSW, 23 July 2008):
You are where you've been:
Technological threats to your location privacy
http://www.gmat.unsw.edu.au/lpseminar/
The working paper includes a 1200-word segment on the location and
tracking of handsets, i.e. handheld computers and mobile phones:
4.1 Vignette 1: Handhelds

This is work-in-progress, lacks citations, and to date lacks critical
review. Feedback would be much appreciated.
Regards ... Roger
