Alas, Haraldr hárfagri is usually carefully translated as
'Harald fine hair' or 'Harald beautiful hair' to distinguish
him from 'Harald the blond' who, if he existed, would have
been in Old Norse 'Harald bleiki' or the like. Due
to a bit of cultural confusion, light color is often identified
with silk - we have 'silki-bleik', i.e. 'as blond/light colored
as silk' where most of us would expect 'as soft as silk'.
A dark haired and/or complexioned person would be 'svarti'

yes, or at least "fair" in complexion and coloring generally (would a very
light skinned, light blue eyed, red haired maiden be "fargri"?)
as opposed to, say, "niger" which, as a cognomen, i've always assumed to refer
to the general coloring (dark hair, dark and prominent eyebrows, dark eyes,
and, perhaps, "swarthy" skin), if not to the personality and actions as well.
