Dwi'n meddwl mai dim ond pobl sydd wedi gadael y system addysg orfodol sy'n
economaidd anweithgar. I unrhyw un sydd ag amser i edrych, mae stwff ar
anweithgarwch economaidd ar wefan y bobl ystadegau ONS ar
http://www.statistics.gov.uk/about/data/guides/LabourMarket/concepts/inactivity.asp

Mae'r botymau ar y dde'n cynnig rhesymau dros anweithgarwch, a'r prif
grwpiau yw myfyrwyr, pobl sy'n edrych ar l y teulu a'r cartref, pobl sy'n
sl ac yn anabl hirdymor, pobl sy'n sl neu wedi'i anafu tymor byr, pobl
sydd wedi ymddeol a gweithwyr sydd wedi digalonni.

Claire

Ie, dyna'r gwahaniaeth sylfaenol dwi'n meddwl - sef bod "workless" yn derm
ehangach.

Tybed fasa modd cael rhywbeth hollol wahanol i egluro'r gwahaniaeth? I fi,
does dim gwahaniaeth rhwng bod yn ddi-waith a bod heb waith o ran ystyr y
geiriau. Mae'r un peth yn wir i raddau helaeth am unemployed a workless.
Bosib y dylen ni feddwl am rywbeth sy'n
Cyfleu'r gwahaniaeth yn iawn. Ydw i'n iawn bod 'workless' yn golygu pawb
sydd yn ddi-waith am ba reswsm bynnag, a bod 'unemployed' yn golygu'r bobl
sy'n cael eu hystyried yn ddi-waith gan yr ILO?

Dwi ddim yn meddwl y gallwn ni newid y ffaith mai 'di-waith' = 'unemployed'
bellach, felly mae ateb Claire - 'di-waith' a 'heb waith' yn well yn fy marn
i.

Da di'r cylch trafod! Wnes i erioed sylweddoli bod gwahaniaeth rhwng y ddau.
Wedi bod yn defnyddo di-waith yn braf am 'workless' ers tro cyn imi gael fy
ngoleuo Y broblem hyd y gwela'i yw na fyddai'r rhain fwyaf o bobl yn
gwahaniaethu mewn sgwrs bob dydd - nac yn Saesneg nac yn Gymraeg - h.y.
Unemployed a di-waith gaiff eu defnyddio i gyfeirio at yr holl bobl y sonnir
amdanyn nhw yn y categorau hyn. Chlywais i erioed neb ar strydoedd
Caernarfon yn dweud eu bod yn econmaidd anweithgar er enghraifft (nac yn
economically inactive o ran hynny), felly bosib mai dim ond yn y cyd-destun
gwleidyddol/technegol y mae angen gwahaniaethu - sef pan gyfeirir at
'workless' ac 'unemployed' yn yr un darn? Wedyn, faswn i'n meddwl bod
di-waith am workless a di-gyflog am unemployed yn gynnig da.

Mae Garmon yn hollol gywir. Gweler hefyd:

http://www.regeneration-solutions.com/tackling-worklessness-and-unemployment
..htm

Ond tydi hyn ddim yn datrys y broblem o ran bathu term Cymraeg i wahaniaethu
rhyngddynt. Yn y gorffennol, yn gam neu'n gymwys, dw i wedi defnyddio
'diweithdra' am unemployment ac 'anweithedd' am worklessness ond wn i ddim
beth fyddai 'workless' wedyn!

Oes - dwi'n meddwl mai dyma'r gwahaniaeth:

"Unemployed" - pobl nad ydynt yn gweithio ac sydd, yn l diffiniad yr ILO
(1) yn dymuno cael gwaith (2) ar gael i ddechrau gweithio yn y pythefnos
nesaf a (3) wedi bod yn ceisio gwaith am 4 wythnos

"workless" - pobl nad ydynt yn gweithio ac nad ydynt yn cwrdd ag un neu fwy
o'r tri maen prawf uchod i gael eu cyfrif yn "unemployed" yn l diffiniad yr
ILO. Mae "workless" felly'n cynnwys pobl ddi-waith ("unemployed") a phobl
sy'n economaidd anweithgar.

Hyd y gwela i ar y we, "di-waith" sy'n cael ei ddefnyddio yn nogfennau'r
Cynulliad am "workless". A oes gwahaniaeth rhwng "workless" ac "unemployed"?

Diolch
Sin
