I've looked at that page several times and I cannot see where it claims that anybody gave a vial of blood to anyone. I do see a sentence that reads "To the left and adjoining her tomb was a rose-colored crystal vase purportedly containing dried blood." and another that read "The authentic document by which the Holy Fathers Vicar General entrusted the relics to the prelate noted that the Pope was giving to:
The Most Illustrious Bishop of Monterey Thaddeus Amat, the body of the maiden, Saint Vibiana, unearthed by mandate of Pius IX on December 9, 1853, from the Cemetery of Pretestato (San Sisto) along with a vial of her blood..."
But of course "purportedly containing dried blood" is not exactly an assertion that the vial did contain blood. Nor is reporting what "The authentic document ... noted" a statement of the note's accuracy in this regard.
In view of the controversy over whether the vial thought to contain dried blood that was found near the relics of St. "Philomena" actually did contain blood, it would be as well to be punctilious in ascribing to others similar claims in the present instance.
