I think the magic word missing in Ricky's e mail is NOT. HEIs do not advise their staff to sign away copyright, but some do indeed recommend that they DON'T sign away their rights. For model wording, see, for example http://www.arl.org/sparc/author/addendum.shtml. JISC Scholarly Communications Group and SURF have also produced a similar set of words, but I couldn't find it on a quick search on the JISC web site.
