This is the purpose of the JISC Information Environment Service Registry (IESR): http://iesr.ac.uk . Although IESR doesn't, as yet, have very many learning object repositories described, it does have JORUM and Intute.
Also, I have to admit that IESR doesn't include vary many machine-to-machine interfaces for access to collections. But I think this is because in fact most collections have only webpage access, and in reality not all that many have machine services.
We hope that the number and variety of collections described in IESR will increase, and would be very happy to include descriptions of learning object repositories so that their details could be used by applications such as Fred's. See the IESR website for our contact details.
The data in IESR which was imported from DRAI (the Digital Repositories and Archives Inventory) will be updated sometime over the summer, and this update will include OAI-PMH details where appropriate. IESR also intends to harvest OpenDOAR data.
