You are missing the origin of this which seems likely to have been the
shop theft database; as, without any research, it seems a very similar
thing which a slight function creep could have extended somewhat.
I wonder if any of the various housing agencies have approached
them/or been approached by them yet to vet tennants and potential
tennants. From one perspective there would appear to be many pro-active
benefits for companies/organisations who have historically (even when
it was unlawful) openly practice enforced subject access, using that
database in the same way as the CRB and thereby providing an additional
volume revenue stream for it whilst improving the effectiveness of
their own vetting procedures and quality of staff.

At the moment (this is the first I've heard of it), I'm struggling to
see how they can satisfy a Schedule 3 condition (the data being
"sensitive personal data") or any of the circumstances in the Data

that order comes closest, I think, but I still don't see how this is
"necessary"
in the "substantial" public interest
Hard to imagine they have gone to the trouble or expense of setting
this out without satisfying themselves as to how they can legitimise
……
am I missing something?

I think the issue is accuracy.
Unless this is set up under statutory authority (it isn't) then it's
just another database, and DPA 1998 applies to it no differently to
any
other.
