Could this have any connections with whipstaff? A nautical term for a
lever which translated the horizontal athwartships motion of the tiller,
to the vertical sense, but still athwartships motion. Enabling ships to
be steered from deck level. In this sense, the arrangement is simply to
transfer reciprocating motion into another plane. Something fairly
common in mines.
