Maybe I was not clear . The user in this case is the person which used
the broadcast tool and not received the mail .
Moreover some nodes in GOC DB has been defined as "Core Node" in the
grid scope and in this case everybody is notified .
I will try to study new solutions for the future . One solution is to
add for VO manager for example a checkbox in VO Id Card to be not
notified by downtime announcement. Or maybe create specific mailing
lists for this kind of announcement ...
