All I can tell you is that for my own modest needs Blogger is just fine,
but then again I've never tried anything else and currently see no need
to! Is that a recommendation? Dunno.

Subject: [MCG] Quick blog
I want to set up a blog using one of the off-the-shelf efforts. I
usually go for Wordpress and run several of these on their own and as
part of other sites.
However I feel I must try something new. At the moment we don't need to
host it at our domain or set it up as part of the organisation's
website.
I did at one point try elgg.net which became something else and although
high profile is now defunct. But that was aimed at 'academic' and
'educational' uses of blogs. Is there something else similar?
Does anyone have any good suggestions or will I end up with yet another
Wordpress blog ...?
