If you have any kind of electronic records system, shared drives, or
even just a central ICT function it's a given that the system or network
administrator will be able to access all the electronic files. In the
same way the RM has the status of a system administrator for all
records. I suppose you could ask them why they would draw a distinction
between the ICT Dept and the RM dept. Fortunately here we're all the
same dept so it was a little easier to explain the issue.
