UK-Japan Health Policy Seminar
Theme of the seminar
In making health policy, many governments analyze the experiences of
other countries. Despite the fact that arguments for genuine "import"
of policies have been criticized, why have such activities have been
conducted by governments? One possibility is that analyzing other
countries' experiences may enrich the policy portfolio and contribute
to the deliberative process for policy-making. On the other hand, the
analyses of other countries may have an ideological impact which can
lead to policy failure. This suggests that we need to deeply
understand the art and craft of analyzing experiences of other
countries if we want to use them for deliberation. In this seminar,
with presentations by researchers and government officials concerned
with health policy making from the UK and Japan, we will discuss art
and craft of "policy learning".
