I somehow knew this would cause some comments when it was on TV the other day.
As Imbrahim suggests , because it is a Local Authority that is doing
the surveillance the first check is that there is an offence being
investigated. Iain suggests this may be fraud. The second is that does
the offence justify a breach of an individual's human rights. Only
Poole can answer this as they are the ones that may have to justify it
to the Courts and the Suveillance Commissioner although, personally, I
think there may be some problems on both these tests.
