As pointed out the words are "to have communicated to him in an intelligible form" NOT "to have communicated to him in a language he understands ". The English language (except, according to some of my colleagues, as often written by me) is an intelligible form. So the DPA does not require translation but would require (as some of the ICO guidance e.g. on access to education records specifically points out) details of any coding or abbreviations used.
If there is a "requirement" for translation it resides in your non-discrimination policies etc. not in the DPA.

If the person making the SAR couold not read English then what would be the point of providing it unless it was explained what it meant. However, does getting a translation mean disproprortionate effort? Although we can only charge £10, I have actually provided boxes of paperwork which would have cost a considerable amount of money therefore as a public authority I think we would have to show willing.

A Local authority may have a more general legal requirement to provide information in an appropriate language. I would agree that the DPA itself would be satisfied by supplying it in English. After all you are holding it in English, and the DPA gives individuals the right to see information that you hold about them.....

I am speaking without checking (never a good idea), but the FOI requirements are that a request is legitimate in any language, however the response can be limited to English. I am not sure about the DPA, would suggest that the same applies. In which case you have discharged your obligations.
