Ours operates the same. They put a black tag on it, leave it behind and the
normal refuse lorry picks it up. A girl at work was happily putting unwanted
magazines in still with their plastic cover on and didn't know it was wrong.
We do still have a weekly collection and they did experiment with a lorry
that was split at the back to pick up both types of refuse, but I haven't
heard what happened to that scheme.
I find though that my orange recycling bag still gets ripped by animals if I
put in the empty cardboard box that the dogs biscuits came in. Our
collection is about 7.00 am or earlier so it usually gets put out the night
before.

(Nothing to do with School catchment, but I want to get this off my chest;
today is the end of *my* working week :).
On the fortnightly recycling bin collection, our council workers have a
cursory glance in the recycling bin, and as you suggest if there is stuff
in there that shouldn't be (like that horrible non-recyclable glass, for
instance, bah), they will indeed sticker the bin with a note.
But that's fine, because later in the day the 'normal' (non-recycling)
refuse lorry stops by, tips it all in there, and removes the sticker. So
a) the homeowner is none-the-wiser that there was something illegitimate
in the recycling bin; and b) no recycling was done of the legitimate stuff
that WAS in the recycling bin.
It's hard to see where the incentive lies to be diligent in one's
recycling when it all just goes away whichever bin you dump it in ...
