Circumvention of democracy ? Of course it is.
Democracy isn't working, and the people are not making voluntary behaviour change on Carbon Emissions Cuts, fast enough or deep enough.
At some point the bases of wealth and power have to move. You should have predicted that.
Actually, I think it's a good thing, as I don't subscribe to a dual view of the universe.
There are no enemies. Just organisations that are very slowly moving towards sanity.

This Congress is a start for creating a fusion between Business,
Government and Science to recognize the gravity of the climate problem
and provide suggestions for effective, efficient and equitable
solutions.
This
Congress will be unique in that it will seek to establish a framework
to combine the contributions of business, technology, science and
government in seeking opportunities for effective policies and
investments in the context of current world economic conditions.
The practical goal of the Congress is to
develop a World Joint Climate Protection Strategy with subsequent
recommendations:
* to officially recognize environmental
business as a priority for the economies worldwide
* to suggest legislative regulations that
attract investors' expectations in favour of low-carbon technologies
* to
support the further development of clean technologies and the Clean
Development Mechanism in the context of global markets and national
comparative advantage
* to encourage the foundation of new
business, technologies and science niches in protecting the climate
worldwide.
This
congress will focus on the challenges and opportunities for business
and government leaders to mitigate and adapt to climate change and its
impact on their organizations.
