Yes. The New Orleans parade with the cabbage tossing and so on did seem rather non-liturgical this year.
Perhaps next year it will be more liturgical.

This year, by coincidence of calendar, St. Patrick's day is displaced by
Monday in Holy Week, which is March 17th. Then follows Easter and the
Easter Octave. The first open date that St. Patrick's day could be
transferred to is some time in April. So, for all practical purposes,
St. Patrick's day is omitted this year. I expect that only churches
whose patron of title is St. Francis will transfer the liturgical
observance of St. Patrick, and observe it in April. Them and parishes
where there is a large Irish constituency. This is not to say that there
won't be some non-liturgical festal observations (parties, dances, and
parades) of St. Patrick, but not during Holy Week.
