When working under the banner of Campbell's all agency staff were required
to complete a health questionnaire which was then passed to occupational
health for review and action as appropriate. As a large proportion of our
agency workers in East Anglia are foreign nationals (Lithuanian, Polish,
Russian and Portuguese) I found that very few health problems were
indicated (or admitted to). My understanding of the reasons for this are
complex but mainly associated with their cultural background, language
barriers and the drivers for their working in the UK (i.e. reluctance to
report anything that may stop them from working they'd be unable to get
enough monies for kid's university fees back home etc) .
Whilst this appears a generalisation my experience of migrant workers is
that they work very hard, often hold more than one job because monies are
sent home for whatever reason and they say 'yes' to everything as in
understanding our health and safety arrangements but then do the opposite.
They do present many challenges but as I recently heard 10% of our
workforce is migrant labour there is a need to manage their health and
safety perhaps better than we currently do.
Sorry, off at a tangent - in terms of surveillance... other than a
pre-employment assessment prior to their induction noise etc was not
initiated until they had remained with the business for 3 months because of
high turnover. Clearly if a condition had been cited by them or we found
that they had problems then they would be placed on a medical surveillance
programme as appropriate

Can I ask how other OH deal with pre employment health clearance of agency
staff. We dont have any here but was looking for information for some
research.
Do you get the agency to do the health clearance based on your procedure
and does that include any baseline health surveillance that may be
required? This is for production operators in a food environment
