Errm yes,
I just created a couple of test accounts and logged in as a "student" with epsa sending student and member and would have been all set to download stuff, as you would expect. I then went in as a different windows live ID and entered my own credentials to the IdP which I've just made sure only give an assertion of member and staff and indeed I too could quite happily download:
"Congratulations!!!
You have successfully verified your Student status with us! You may now begin downloading software products from this site."
I don't think you need worry about the riot John! Have you tried it yet?
