There are a couple of solutions/issues with this, if images or video are displayed on the screen, someone can capture it with capture software such as Camtasia or a simple Print Screen, even using a web-based way of disabling right-click. And captured text screens can be OCR'd. A potential way of stopping downloads of video is make them available as streams, but most streaming systems have an equivalent that can download and cache, back to camtasia or something more direct. I know you or some of your colleagues have looked at impatica, this gets over some potential problems, by not being a downloadable file. The other thing about Medical stuff is that if it is on a screen, this doesn't stop another student or member of the public reading it or viewing it over the medical students shoulder. And virtually everyone in the world has got a cameraphone these days (I'm leaving myself wide open here), and NHS trusts are paranoid about this. I'd suggest ensuring each item has a disclaimer attached to it, and hope for the best.
