BECTA has produced some function and technical specifications for schools, including:

  Functional requirements for information management including MIS
  http://industry.becta.org.uk/display.cfm?resID=20860&page=1628&catID=1735

although I haven't found anything similar for FE and HE. Apparently BECTA are working with the Schools Interoperability Framework on the technical/interoperability side.

It should give a indication of what types of questions one should be asking providers, I guess.
