I don't know how recent this is, but could it be linked to the fact that the
National Research Register
http://www.nrr.nhs.uk/search.htm has been closed and replaced by the UK
Clinical Research Network Portfolio Database?
Presumably as a result of the re-organisation of research funding.

www.refer.nhs.uk ) has been withdrawn. It says: Sorry, this site is
no longer being supported by the Department of Health.
I don't remember hearing anything about this but see that it is still
linked from the NLH home page. Is this very recent?
