The JISC and eduserv announcements suggest that only institutions
subscribing to openAthens will be able to make use of the gateway.
Non-subscribing institutions will have to hope that those organisations
providing athens-protected resources move quickly to shibboleth SPs and
join the Federation. Or, as JISC advises, institutions should review
their existing access management strategy.
Pity that the concept of OpenAthens doesn't seem to include someone else
providing the shibb2athens gateway.
Of course, the purpose of implementing shibboleth within institutions is
broader than just federated access to hitherto Athens-protected
resources, but I would hazard a guess that this is currently the
principle driver within most institutions.
