I believe the uni own it yes
They are not refusing to supervise the student. They would supervise him
if that is what is needed. The two issues are separate - supervision and
framework - I have confused the issue by mentioning supervision - sorry.

scenario before? I haven't. We have a student with schizophrenia. The
doc say this student can exercise in the gym under supervision. The gym
say they do not have a 'framework' to work with a student with
schizophrenia. I didn't really know anything about these frameworks.
Anyway - this is what the gym say: "the health referral qualification
that I have operates using specific frameworks. If I have a framework I
can take on a client provide the condition they have I have a framework
for, and additionally the clients GP has ok'd their medical condition,
the drugs and dosage, and the condition is stable"
The personnel of the gym are more than willing to undertake the
necessary training to gain the required framework, but due to resource
issues this may take some time. Until then, the student can't use the
gym.
I am sure you can guess my worry - which is: how does this 'fit' with
the DDA? Does health and safety override in such a case? Of course if
the student had not declared, there would be no problem. However, I feel
that this perpetuates the 'don't declare' culture.
