The USA was a very late signatory to the Berne Convention. Both
Dickens and Wilde used to moan about US piracy back in the day. Ah, so
different now, with the USA trying to hunt and destroy fair use and
the public domain.

Mexico is a signatory of the Berne Convention, and has been for a very
long time.
The copyright thief du jour is China. My last company had it's
software ripped off by Chinese companies on more than one occassion.
