Monitoring and Evaluation Officer (Senior/Staff Associate)
The Heilbrunn Department of Population and Family Health, Mailman School of
Public Health is recruiting a Monitoring, Evaluation and Research Officer to
support the Reproductive Health Access, Information and Services in
Emergencies (RAISE) Initiative which works to enhance the ability of
humanitarian organizations to increase the availability and quality of
comprehensive reproductive health services to populations affected by armed
conflict in Africa, Asia and Latin America. RAISE promotes emergency
obstetric care, family planning, prevention of STIs/HIV, and response to
gender-based violence amongst displaced persons.
The candidate will assist field-based organizations to collect quantitative
and qualitative baseline and follow-up data; design and put into place
management information systems; assist partners to analyze and interpret
data for application to health services; report results to all stakeholders;
write up results for publication; and provide expert technical guidance on
all aspects of the use of data for efficient management leading to improved
reproductive health services.
Qualifications
The successful candidate should have an advanced degree in public health.
Experience in Africa or Asia required; experience in humanitarian settings
preferred. Proven experience in field-relevant data collection, analysis
and use. Excellent written/oral communication; interpersonal and
organization skills required. Ability to work independently and under
pressure; maturity and sensitivity in working with colleagues under stress.
Fluency in Arabic, French and/or Spanish desired. This position requires
extensive travel to semi-secure conflict zones.
Minimum requirements for Senior Staff Associate: Bachelor’s or higher degree
in public health plus at least eight years of professional experience. At
least 3 years overseas experience in reproductive health.
Minimum requirements for Staff Associate: Bachelor’s or higher degree in
public health plus at least four years of professional experience. At least
2 years overseas experience in reproductive health.
