Entirely agree with Paul. This clearly needs a two stage approach - see
pages 9 and 10 of the recently issued Framework Code of Practice which
DCSF appear to have ignored. This would not in my view qualify under
"avoid legalistic language and adopt a plain-English easy to read
approach".

A three-page fair processing notice is almost certainly unfair. I would
always recommend one paragraph setting out the key points, and offering
more details on request (which could be based on the draft they have
produced).
If the key points take more than a paragraph to summarise, then the
likelihood is that the procedures envisaged are too complicated and are
unlikely to make sense to the staff who have to follow them. (Which
leads to things like people sending a list of everyone in the country's
bank details through the post.)
