Some interesting views here (and for what it's worth I wouldn't put a
similar comment in a report of mine).
May I ask - Is the concern the sampling density or the way in which the
statement was made?
With regards to the density, many sites don't have tanks or other areas
that may necessitate targeted sampling or site zoning. Is it always
completely unacceptable to follow a sampling density that is better than
that stipulated by BS10175 for exploratory SI ?

The glib statement seems a bit off to me.
I wish I could be that certain of anything... my immediate thought is
you need a dmned good reason to have such a wide sampling pattern.
They need to satisfactorily ensure the site is zoned to deal with
previous use.... and their sampling needs to reflect that
1. regardless of their views about sampling they should then use the
conceptual model and target the issues that matter.
2. once the targeted bits are dealt with they can then think about
general background assessment...
Assuming a residential use: I have had a look at some jobs we have done
in the past and and in absence of all other info sampling the grid
started at half to 1/3 of what they are talking about.....
Of cours if they collect enough data up front it helps when going back
and think about hot spots and the variation in the data...
