I had exactly the same type of problem when I applied the latest hotfix
to Blackboard.  Their technical person logged in using Webex tried a few
maintenance things eg resizing the SQL database.  She then ran the
PushConfigUpdates.bat which sorted the problem!

I have logged this as a Cat 1 incident with BB but may be someone here
can answer quicker!

The latest MS patch was applied to our server (Windows Server 2003)  and
blackboard promptly stopped letting anyone into courses. This has
happened before and it just took a few manual stop/restarts on the
Tomcat and Collaboration server to rectify. This has not worked this
time. I do see a change in the behaviour as noted below. If anyone has
any ideas I would be grateful to hear them.

Blackboard appears available and users/admins can login. However when
clicking on any course access is denied.

 

It has been noted that yesterday entering the url bb.cranfield.ac.uk
would have taken you there. This morning entering this url reports on
the address line

Steps to Replicate: 

Login to blackboard, attempt to access any course and get message
"Access Denied : Either you are not logged in or you do not have the
appropriate privileges to perform this action"
