There are many issues because VLEs have generally been designed for
large screen resolutions. One approach to solving this is for the VLE
to detect the screen size and then deliver pages accordingly, using some
subset of the HTML standard plus mobile-specific style sheets etc.
There is also a wide range of mobile device capabilities to consider,
especially the support for interactivity - JavaScript, AJAX etc - which
often make applications far more usable.
The RAMBLE project investigated linking mobile blogs with VLEs:

We used a service oriented approach in which a dedicated blog server was
deployed (called Pebble) - posts were done under XML-RPC based
methods. Separation of concerns works well if blogs are public as you
can use syndicated newsfeeds for exchange of data. However, if you need
privacy, e.g. want only peers to be able to see, only the tutor to
comment, then it becomes difficult and probably easier to work directly
with the application.
When you say "moblog" is this mainly text or picture based or... ? What
are the pedagogic requirements? Is it a case of take a snap, jot a
sentence and press 'send' or a more reflective diary that may be built
up piece by piece? Where will the blogging activity take place? What
kind of connectivity will there be? Is this effectively blogging offline?
Short question - longish answer with more questions!
