Pockets of deprivation can be found across England but deprived
neighbourhoods are concentrated near city centres and the inner areas of the
older industrial towns. They have a distinct tenure structure with over half
the households living in social housing compared to 16% in all other areas
(Department for Communities and Local Government, 2007) and there the
correlation coefficient between social housing and the proportion of
‘breadline poor’ is 0.91 (Dorling et. al, 2007:49). This indicates that
concentrated deprivation is a consequence of public policy and the long-term
persistence of such spatially specific deprivation patterns points to
deep-seated causative factors located in the class configuration of the
United Kingdom. This article sets out the continuity - and occasional
discontinuity - in the 'enclosure' of the urban working class.
