I have just bought a Panasonic GS230 for approx. £260. It is excellent quality, has 3 CCD's (gives a better picture), and has a socket for an external microphone - essential if you are interviewing people and want to avoid lots of background noise (you can buy a decent lapel microphone from Maplins for £20). I would certainly recommend this camera for the money.

Subject: Video Camera
Dear All,
We're in the middle of producing our new library video and so far we
have been borrowing a video camera from our Arts and Media department.
However, they charge per usage for this so we are looking to buy our own
video camera and I just wondered if anyone could recommend one. We're
looking for something which is of a high quality but isn't too
expensive.
Thanks for any help that you can give.
Best wishes,
Nicola.
