If I was in that student's shoes, I would (if possible) want to have the
lecture recorded + notes (if that makes sense)...because notes are good for
getting an idea of the structure, but verbatim can be really useful if
you're missing a fair number of lectures. I would have thought the student
would be able to argue that this is a reasonable adjustment if the actual
lecture theatres are inaccessible.
As far as my undergrad course went, if a lecture was in an inaccessible
lecture theatre, the lecturers offered to teach me at a separate time (as
far as I remember - luckily it only happened once, unavoidably). That
said, it was a practical course.
