Just sustainabilities: What is the potential of OEenvironmental space¹?

There have been many debates recently about the role that issues of equity
and justice could or should play within predominantly environmentally
focused sustainability discourses. One response has been to develop the
concept of OEjust sustainability/ies¹ or what Jacobs (1999:32) calls ³the
egalitarian conception of sustainable development². It arises from the
definition of sustainability of Agyeman et al. (2003:5), ³the need to ensure
a better quality of life for all, now and into the future, in a just and
equitable manner, whilst living within the limits of supporting ecosystems²,
which prioritizes justice and equity, but does not downplay the environment,
our life support system.

The OEenvironmental space¹ (Spangenberg 1995) is the sustainable rate at
which we can use resources without precipitating irreversible damage to our
ecosystems, or depriving future generations of these resources. In other
words, it is that space in between the minimum resource use to ensure an
acceptable quality of life (the dignity floor), and the maximum use of
Earth's capacity without depleting ecological stocks (the profligacy
ceiling). McLaren (2003:22) argues that the concept of environmental space
³can underpin the emerging concept of OEjust sustainability¹ ² and it can
³suggest how sustainable development policies can explicitly incorporate
equity concerns² (2003:34).

Buhrs (2004) sees three main avenues for the institutionalization and
implementation of environmental space: through the legal-constitutional
framework (as rights and obligations); through the economic system (as
environmental property rights) and through green planning (as objectives and
targets within national environmental plans). While the concept has
potential, there are problems. The very name hints that its main concern is
based around OEthe environment¹ and environmental resources, when, as many
have argued, sustainability is about more than just OEgreen¹ issues.

The purpose of this session is to examine whether a research agenda could be
built around a composite OEspatial justice¹ or OEcommunity space¹ index which
attempts to define a floor and ceiling to not only environmental resources
and sinks, as in environmental space, but to social and economic
entitlements too.

Abstracts of no more than 250 words should be submitted to one of the
convenors (addresses listed below), as soon as possible, and before 12th
October 2007 at the latest. Successful authors will be notified in time for
the 31st October registration deadline.
