There are many repositories that have public pages reporting "by
country" downloads, just as strathclyde do above.
Here is a spreadsheet that combines stratchclye's data with the data
of two repositories in southampton. It should be possible to collect
this information from lots of repositories across the world (many of
them have it on public pages) and so to build up a picture of the
developing country usage of IRs.
