I brought this up years ago when we were one of the first areas but no one else seemed interested... However, as Poppy says you just need to make some pragmatic descisions. Most "monument" data is so poorly located anyway that it doesn't matter, it is really only buildings that are an issue. Our districts have moved all their listed buildings and we've data "shared" that. We've also been recording all new data against PAI mapping but that doesn't help as our corporate mapping is still pre-PAI so although "right" we look wrong.
EH data is similarly so poor that it doesn't make much difference. LBs are purely a point (mostly derived from the postcode) and very few scheduled monuments are captured against 1:2500 mapping. Where it is we've "interpreted" their map to ours.
Oh, and Ordnance Survey are considering PAI 2 as it's certainly not perfect. We've got an RCHME survey accurately tied by GPS which still doesn't fit the OS by several 10s of metres.
