The content type availability is stored in a table called:
course_content_handlers
The column is:
available_ind
The SQL snippet below has this table joined to course_main and
content_handlers so you can see some meaningful information on the
course
ID's and content types.

Yes! (sigh)
This random content type turning-off on course copy is a feature
intended to
improve the moral fibre of Bb system administrators who would otherwise
spend their Summer's on frivolous pursuits like holidays.
