John--I wish I could supply the title and hesitated to even ask because I am brand new to this line of inquiry. I think it is found in the Liber Extra, book 5, title 39, chapter 31. Innocent's works are online you say? Would anyone know if this compendium is on line?

Could you give the faintest of additional clues, bearing in mind that
Innocent's works appear to be available online?
