Hi,
Just to let you know, the documentation at that link is slightly out of
date. I have posted a new version of our Messaging Service building
block to our download page, which creates SMS accounts on a per-course
basis in Blackboard. The old version worked on an account per-user
basis.
In the new version, it is also possible to create and administer SMS
accounts completely from within the Blackboard interface. In the
previous version new accounts had to be set up manually on the SMS
provider's website. This is now done remotely from Blackboard.
There is some brief documentation in the zip file available for
download

I will try to update the web-based user guide when I have some time.
