The retention of routine appraisal documentation is a matter of management
judgment, based, as you suggest, on what you are going to use them for.
Most appraisals are based on the current appraisal period's performance.
Where comments are made or future actions/development proposed, they will be
referred to in the next appraisal and carried forward to the one after that
if not yet completed.
There seems to be little point in keeping routine appraisals for more than
the current appraisal period and, say, 3 more (our recommendation in the
JISC HEI retention Schedule

Resources: Employee Contract Management)to allow for this cycle to wind
itself out. In the last business I worked for directly the retention period
was current appraisal + 2 years. (Internal job applications were required
to be supported by copies of the candidate's last two appraisals).
