Legislation is not the only option, contrary to what is stated. Appeals to
the European Court of Justice (citing the ruling against France for failure
to implement directives properly concerning autism) and beyond that, if need
be to the European Court of Human Rights. But, in the meantime Parliament
should legislate anyway to plug the gap.
