Hi Louise,
The Money Programme strand is now produced by the Open University. As the OU
operates its own off air recording scheme, OU programmes are not covered by
the ERA licence.

Some of the Open University programmes have been made available commercially
(such as "Can Gerry Robinson Fix the NHS"). If you can buy a commercial
version then I believe it is a one off cost, rather than having to pay a fee
each year you hold it in your library.
Some of the other Money Programmes are listed on the OUW site
(http://www.ouw.co.uk/), but the Bingo one doesn't seem to be there yet.
