Here at Loughborough University, we have been encouraging our authors to
sign a licence to publish as opposed to the traditional Copyright
Transfer Agreement. This has been endorsed by our Vice-Chancellor and a
letter was sent to all academic and research staff, with a model
licence. This has raised awareness amongst academics about the rights
they have over their work once submitted to a journal and provoked much
interest and discussion.
Unfortunately, this does not help overcome the thorny problem of
publisher PDFs versus author final versions and we too have had similar
experiences to Keith. It seems to me that there is a need for
institutions to make a stand rather than expecting individual academics
to do so.

I am glad that Keith Nockels outlined the practical difficulties facing
repository managers in securing the deposit of copies of journal
articles.
The keys to a substantial growth in deposit are firstly the retention of
clear rights by authors and secondly the adoption of policies and
procedures by universities.
The copyright situation for university repositories would be more
straightforward if authors signed a licence to publish (which a number
of publishers are willing to offer), only giving the publisher the
rights the publisher needs to publish and retaining the rights the
author and university need. University administrations need to help by
adopting a requirement for their authors to deposit in the repository
and by setting up regular procedures for deposit, so that deposit
becomes a matterof routine.
It will then be possible for authors to adopt those regular procedures
into their own workflow.
