Welcome to E-news. This week's news highlights the importance of the
Convention and its ratification. There is slow progress in advocating for
the rights of people with disabilities regarding access and discrimination
in many countries.
HUMAN RIGHTS
Congratulations to Vanuatu, Asia-Pacific Region, for signing the Convention
on the Rights of People with Disabilities on May 17, 2007.
The Office of the United Nations High Commissioner for Human Rights (OHCHR)
has released its 2006 Annual Report, providing a detailed account of the
increasing range and impact of its human rights work around the world. The
document uses charts, personal stories, and photographs to portray the work
of the Office.

LEGISLATION
In Bangkok, Thailand, the National Legislative Assembly (NLA) is showing its
support for minority social issues. Last week, it considered legislation
designed to improve the lives of persons with disabilities. Specifically,
it studied draft amendments to end the present discrimination under the
Medical Practice Act, which deprives people who are blind or visually
impaired who have studied acupuncture and therapeutic massage of the chance
of obtaining a practitioner's licence. The way in which the Act is worded
can be interpreted as very unfair to people with disabilities.
Other amendments which received a generally favourable reception would allow
disabled people access to professions normally off-limits, such as doctors,
lawyers, prosecutors, judicial officials and civil servants.

In New Delhi, a two-judge bench of the Supreme Court has stayed the Madhya
Pradesh High Court order that barred a visually impaired student from
studying medicine.
In Tiruchirappalli, India, the Tamil Nadu Government plans to bring out a
state policy to address the specific needs and welfare of people with
disabilities. Already the Government of Goa has introduced a policy for
persons with disabilities, including improved access for voters with
disabilities in the forthcoming June elections. Tamil Nadu wants to do the
same.

In New Delhi, in a bid to make the capital's heritage friendlier to persons
with disabilities, the Archaeological Survey of India (ASI) has started to
build more ramps and wheelchair space for visitors with disabilities.

New elections in Armenia reveal ongoing problems over access to voting for
people with disabilities. According to "Unison", an NGO that works with
people with disabilities, physical access to voting booths is impossible for
wheelchair users, and the marking of ballots is problematic for those who
are blind or visually impaired.

A new "livescribe" pen is due on the market soon. According to the New York
Times, the pen "will revolutionize the way millions of students take notes."
While speaking, a person can write down some notes, while the digital
recorder inside the pen captures his voice. Once done, the person can tap
his pen on a written word, and the pen immediately begins to replay the
conversation.

MARK YOUR CALENDAR FOR THE SPECIAL OLYMPICS
The new official website for the Special Olympics, which was launched over
the weekend, provides basic information on the event. It is part of the
municipal government's efforts to raise public awareness of the Special
Olympics movement, with the view to eliminate discrimination of people with
cognitive disabilities.
With about 150 days to go, more than 10,000 special athletes and their
coaches, 3,500 event officials and thousands of athletes' family members,
friends, spectators and journalists from all corners of the world are
expected to start trickling into Shanghai for the Special Olympics, which is
being held in Asia for the first time.

NEW BOOK
Congratulations to Gregor Wolbring on the publication of his new e-book,
"The triangle of new and emerging technologies, disabled people and the
World Council of Churches; Able-ism: A prerequisite for transhumanism."
According to the World Council of Churches' review, the e-book will open up
opportunities for dialogue on issues such as new technologies
(nanotechnology, synthetic biology, cognitive/neuro sciences and
cybernetics), transhumanism and ableism, and the impact of the above on the
WCC and its membership.
