I can't see this advice having much effect on teenagers who were
reported in another story as supposedly drinking alcohol during
pregnancy because they thought this would lead to them having a low
birth weight baby, and hence a less painful labour (if you can believe
anyone actually does think that).

It does succeed in making pregnant women feel increasingly badgered and
confused by the raft of conflicting 'official' advice they receive,
while supported by an ever dwindling and poorly paid cohort of midwives
and health visitors. 

As a six month pregnant working mum, I can't help feeling that I am
suddenly public property and that everyone from the government down to
passing strangers has a right to comment on everything I do...

the baby. 
The Department of Health said the revision was not based on new
scientific evidence but was needed to help ensure that women did not
underestimate the risks to their baby."

So it's more about women not being clever enough to figure out how to
interpret the evidence.

Not sure what, if anything, it says about scientific evidence but
perhaps it shows an acknowledgement (tacitly?) that most people don't
base their choices on scientific evidence alone, which is no surprise?
